Risk pathway 1: loss of human control over advanced agents

The most extreme scenario is often called loss of control. The 2026 International AI Safety Report defines these as hypothetical scenarios in which one or more general-purpose AI systems operate outside anyone’s control and regaining control becomes extremely costly or impossible.

For this to become realistic, future systems would likely need a cluster of capabilities far beyond “chatbot that gives a bad answer.” The report highlights abilities such as autonomous planning, deception, situational awareness, oversight evasion, persuasion, and persistence.

A system capable of undermining control might, in principle, hide undesirable behavior during testing, behave differently after deployment, manipulate operators, obtain broader access, copy itself to additional infrastructure, or interfere with monitoring. But each verb in that sentence represents a difficult capability and a real-world dependency. The scenario becomes dangerous only if enough of them become reliable and are combined with meaningful opportunity.

Researchers disagree about whether such systems will be built, whether they would develop harmful goals, whether deceptive behavior in experiments will generalize to real deployment, and whether monitoring and containment would catch dangerous behavior first.

That disagreement is not a reason to dismiss the problem. It is a reason to define it more precisely.

Instead of asking “Will AI rebel?” ask:

• Can the system execute long plans under uncertainty?
• Can it recognize when it is being evaluated?
• Can it deliberately conceal a capability?
• Can it acquire additional resources or permissions?
• Can it persist after partial shutdown?
• Can it coordinate across tools and environments?
• Can defenders reliably detect abnormal behavior?

Those questions are measurable. They turn metaphysics into engineering.
